Rethinking a new development agenda for Latin America

He was Bolivia's Minister of Planning and Coordination and Head of the Economic and Social Cabinet between 1989 and 1991. In addition, he acted as Bolivia's Governor at the World Bank, the Inter-American Development Bank, and the River Plate Basin Development Fund.
