Host President Biden excluded his counterparts from Cuba, Nicaragua and Venezuela for their human rights record -- a move that prompted a boycott from Mexico President Andres Manuel Lopez Obrador. The squabbling over the guest list threatens to hinder the agenda focused on climate, migration and the pandemic.
